Wasn't there a Chinese airline or something that had a similar design a few years ago? The idea is to pretty much double capacity on smaller commuter flights. Flights with these seats wouldn't be more than, say, an hour in duration.

I wouldn't say small so much as short. In Japan they use 747s in some commuter applications to get the capacity they need.
